This issue belongs to the second series of Malaysian coins to feature the Yang di-Pertuan Agong — the rotating constitutional monarch — rather than a fixed ruler, a necessity created by Malaysia's unique nine-sultan electoral system in which the kingship cycles every five years. The XII in the designation refers to Tuanku Syed Sirajuddin, who ascended to the Agongship in December 2001. His five-year reign accounts for the narrow two-year window of this striking.
KM#94 replaced an earlier brass 25 sen that had circulated since 1989. Both series were withdrawn when Malaysia demonetized the 25 sen denomination entirely in 2008.
