The Agong XII series marked Malaysia's transition to a new coinage program under the twelfth Yang di-Pertuan Agong, Syed Sirajuddin ibni Almarhum Tuanku Syed Putra Jamalullail, who acceded to the throne in December 2001. The Brown Shrike reverse was part of a broader design overhaul that introduced native bird species across the sen denominations — a deliberate shift away from the flora-dominated themes of earlier circulating coinage.

The two-year production window of 2004–2005 was relatively brief for a circulating denomination of this size.
