Kabupaten Asahan was one of several regional Indonesian authorities that issued their own emergency currency during the revolutionary period following the August 1945 proclamation of independence. Dutch forces and economic disruption had fractured supply chains badly enough that district-level administrations in Sumatra felt compelled to print their own instruments rather than wait for adequate central supply from Jakarta. The Asahan issues are among the more localized of these emergency types — genuinely regional in authority, not simply a regional distribution of centrally printed stock.

The handstamp serves as the primary authentication device, which tells you something about the production circumstances. Counterfeiting was a real concern during this period, and Dutch-backed interests had both motive and means.
