The Turkestan District issues of 1918 occupy a genuinely chaotic moment: the Tashkent Soviet had seized control of the region in late 1917, but the State Bank branch continued issuing notes under its old institutional name while operating under Bolshevik authority. The result is a note that sits in an uncomfortable institutional limbo — nominally a Tsarist banking structure, politically a Soviet one.
Central supply of currency from Moscow was effectively cut off by the civil war, forcing regional branches across Central Asia to print their own emergency issues. The S-prefixed Pick numbers for this series reflect that improvised, locally-authorized character. Counterfeiting was reportedly widespread across all Turkestan district denominations during this period.
