| Obverse description | Ornate guilloche panel at left incorporates a double-headed eagle vignette within an elaborate border; the denomination РУБ.25 appears at upper right, with the redemption date срок 1 Апрѣля 1920 г. above. The Second Siberian Provisional Administration was one of several short-lived anti-Bolshevik governments that emerged during the Russian Civil War, operating out of Omsk under Admiral Kolchak's authority from late 1918. This 25-rouble note was printed locally in Omsk under wartime conditions — not an insignificant logistical achievement given that the Kolchak regime's supply lines were under constant pressure and the broader White movement was already fracturing by mid-1919.
Kolchak's government collapsed in November 1919 when Omsk fell to Red Army forces, rendering the entire S851 series worthless almost immediately after issue.
