Obverse description At left, a circular vignette encloses the Imperial double-headed eagle within a decorative border, with the denomination numeral 25 positioned to its immediate left against a guilloche underprint. The face carries multilingual text in Russian, French, and English identifying the obligation as a short-term Treasury bill of 25 roubles, redeemable on 1 May 1920 at the State Bank and its branches. Three facsimile signature lines for the Director of the State Treasury Department, the Chief of Accounting, and the Accountant appear in the lower portion, with the place and date of issue — Омск, 1 Мая 1919 г. — at lower right.

The Siberian Provisional Government at Omsk was a short-lived anti-Bolshevik administration backed initially by the SR-dominated Siberian Regional Duma, then swept aside by Admiral Kolchak's coup in November 1918. This note dates from the period of Kolchak's rule, when the treasury was desperately attempting to maintain a functioning monetary supply across territory that stretched thousands of kilometers but was rapidly contracting under Red Army pressure.

Printed locally in Omsk rather than by an established security printer, the notes show it — production quality was inconsistent across the series, and paper supplies fluctuated. By late 1919 the entire issue was worthless; Omsk fell to the Bolsheviks in November of that year.
