Obverse description The State Emblem of the USSR — a hammer and sickle superimposed on a globe, encircled by wheat sheaves bound with ribbons and surmounted by a five-pointed star — is depicted in high relief at the top centre of the obverse field. Below the emblem, the Cyrillic legend 'СССР' (USSR) is inscribed in large characters across the middle of the field. The denomination '25 РУБЛЕЙ' (25 Roubles) is prominently displayed in two lines below, with the year '1990' at the bottom. To the lower left, the metal purity and weight notation 'Pd 999 31,1' appears, while the Leningrad Mint monogram 'ЛМД' is positioned to the lower right. The mirrored proof fields and frosted devices are characteristic of the Leningrad Mint's finest striking quality.

Reverse description The reverse presents a finely engraved depiction of the two-masted packet boat St. Peter under full sail, shown in three-quarter view sailing over stylised waves with rocky coastline elements visible in the lower field. To the upper right, a right-facing bust portrait of Captain-Commander Vitus Bering is rendered in relief, identified by the Latin inscription 'Bering' immediately below it. A circular legend in Cyrillic script arcs around the upper and left periphery reading '250 ЛЕТ ОТКРЫТИЯ РУССКОЙ АМЕРИКИ' (250th Anniversary of the Discovery of Russian America), while along the lower arc the inscriptions 'Пакетбот Св. Петр 1741' and 'Капитан-Командор В. Беринг' are divided by a compass rose device at the bottom centre. The composition is rendered in a detailed, pictorial engraving style with strong contrasts between the frosted design elements and the mirror-polished proof fields.
