The Mogilev Provincial Treasury issued this note during the chaotic interregnum of 1918, when central authority had effectively dissolved and dozens of regional bodies across the former Russian Empire were printing their own scrip simply to meet payroll and purchase supplies. Mogilev had particular strategic weight — it had housed Russian Imperial General Headquarters (Stavka) from 1915 until the tsar's abdication, and the city changed hands repeatedly between Bolshevik forces, German occupation under Brest-Litovsk, and various transitional administrations within a matter of months.
Provincial treasury issues of this period were produced under improvised conditions and typically saw short, intense local circulation before being rendered worthless by whichever authority next seized the region.
