These are not currency in any conventional sense — they are Soviet state lottery bonds, issued as part of the postwar reconstruction financing program. Citizens were strongly "encouraged" to purchase them through workplace distribution, with wages effectively docked to cover subscriptions. The line between voluntary participation and compulsion was thin to nonexistent in practice.
Each bond carried a serial number entered into periodic prize draws, with winning holders receiving cash redemptions. Non-winning bonds were theoretically redeemable at face value after a fixed term, though successive Soviet currency reforms eroded whatever real value remained. Goznak printed them to the same security standards as banknotes — watermarked paper, intaglio elements — because the state took counterfeiting of its own debt instruments seriously.
