Arktikugol is a Russian state coal-mining enterprise operating on the Svalbard archipelago under Norwegian sovereignty — a peculiar arrangement permitted by the 1920 Spitsbergen Treaty, which granted signatory nations the right to conduct commercial activity on the islands while Norway retained administrative control. The trust has periodically issued local coinage for use within its settlements, chiefly Barentsburg, functioning essentially as company scrip with nominal face values.
The 2013 wildlife series to which this piece belongs was struck for the collector market rather than genuine circulation. Barentsburg's population has hovered around 400–500 in recent decades — far too small an economy to absorb a meaningful coinage issue.
