| Obverse description | The upper border carries the heading УПРАВЛЕНИЕ ХОЗЯЙСТВЕН. ПРЕДПРИЯТИЯМИ ВУЦИК in bold Cyrillic letterpress, with the Soviet state arms — hammer and sickle within a wreath — at left and the inscription УССР below it; the four corners bear the year 1923 within guilloche ornaments. The central field presents the denomination ДВАДЦАТЬ ПЯТЬ руб. ЧЕРВОННЫХ in large bold type above a full validity and acceptance clause, below which appear two manuscript signatures of the Secretary of the VUTsIK and the Chief Accountant, with the series designation Серия № 01 at the foot. |

VTsIK's Administration of Economic Enterprises was one of several Soviet state organs authorized in the early 1920s to issue their own quasi-monetary instruments as the young USSR lurched through the NEP period. These notes circulated alongside the chaotic mix of sovznaki, chervontsy, and regional issues that characterized Soviet monetary life before the 1924 currency reform brought everything under unified central control. The issuing body here was not a bank but an administrative apparatus managing state economic enterprises — an unusual origin that puts this firmly in the category of institutional scrip rather than orthodox state currency.
P#S303 is scarce. The series was short-lived by design.
