Biafra ceased to exist as a state in January 1970, when secessionist forces surrendered to the Nigerian federal government after a brutal thirty-month civil war that killed somewhere between one and three million people, mostly through deliberate starvation. This coin was struck over four decades after that capitulation — not by any recognized authority, but as part of a wave of fantasy issues produced for the collector market under the Biafran name.
No monetary system, no issuing bank, no sovereign territory. The denomination is fiction.
