Tangstedt bei Pinneberg is a small municipality in Holstein, and this 25 Pfennig note is a product of the Kleingeldersatz crisis that swept German local authorities between roughly 1916 and 1922, when wartime metal shortages forced thousands of towns, parishes, and firms to print their own emergency small change. The issuing authority here is the municipality itself — Gemeinde, not a savings bank or chamber of commerce — which was relatively common for villages of this size in Schleswig-Holstein.
