Notgeld from Neustadt bei Coburg appeared in 1918 as the German war economy strangled the supply of small metal coinage. Zinc and copper had long been redirected to military production, and municipal councils across Germany were legally authorized to fill the resulting gap with locally issued paper emergency money. The Stadtrat here was one of thousands doing exactly that — unremarkable in origin, but locally indispensable.
Neustadt bei Coburg sat in the Kingdom of Bavaria at the time of issue. Coburg itself would not join Bavaria permanently until the 1920 plebiscite, making even routine administrative documents from the region mildly complicated jurisdictionally.
