Breslau issued this note in 1921 to coincide with the Schlesische Lutherfestspiele, a regional festival commemorating the Reformation — the timing placed it within the broader 1921 Luther observances marking the 400th anniversary of the Diet of Worms. Grass, Barth & Comp. (trading as W. Friedrich) was a well-established Breslau commercial printer with deep roots in Silesian publishing, not a specialist banknote house, which shows in the typographic rather than intaglio execution.

Notgeld of this type was frequently issued as much for collectors as for genuine small-change relief, and festival-tied pieces like this one were often sold directly at the event.
