Comments

Göttingen's Chamber of Commerce began issuing notgeld in 1917 as the wartime coin shortage stripped small denominations from everyday commerce. The 25 Pfennig denomination was among the most practically necessary — it filled the exact gap left by hoarded copper and nickel coinage, which the public had pulled from circulation as metal became a war material. Handelskammer issues of this type were redeemable against the issuing body, not the Reichsbank, which created real redemption uncertainty if the chamber's finances deteriorated.

Paper quality in these issues varies considerably; many were printed on whatever stock was locally available in 1917.
