Weißwasser is a glassmaking town in Upper Lusatia, and its notgeld issues from the early 1920s inflation period reflect exactly that — a municipality printing emergency fractional currency because Reichsbank coins had effectively vanished from circulation, hoarded or melted as the mark collapsed. Gemeinde-issued pfennig notes of this size were typically lithographed locally or by small regional printers, rarely documented with full printer attribution.
