Esens is a small market town in East Frisia, and this 25 Pfennig note is a product of the Notgeld wave that swept German municipalities between 1916 and 1922, when chronic small-coin shortages forced even minor towns to print their own emergency currency. Oskar Passig was a local printer, not a specialist currency printer — the choice of a nearby press rather than one of the major Notgeld printers like Giesecke & Devrient reflects the purely practical, improvised nature of these issues.
Authentication rested entirely on the Bürgermeister's signature and the serial number. Büttner signed in his capacity as mayor, making the note a municipal obligation rather than a banking instrument.
