Forst an der Neisse was a major centre of the German textile industry — specifically wool and broadcloth — and its municipal authorities issued this Notgeld series during the inflationary pressures of 1921, when small-denomination coinage had effectively vanished from everyday commerce. The Magistrat was among dozens of Stadtkreise printing their own scrip in this period, but commissioning Heinz Schiestl as designer placed this issue a cut above the purely functional.
Schiestl, a Munich-based graphic artist and book illustrator, brought a distinctly woodcut-influenced aesthetic to several Notgeld commissions. Carl Flemming & T. C. Wiskott in Glogau — at that point still firmly within German Silesia, not yet Polish territory — handled the printing; the city would not be ceded until the 1945 border revisions formalized Silesia's transfer.
