This is a joint-issue Notgeld, which was uncommon even by the already chaotic standards of early Weimar emergency currency. The three municipalities — Triebes, Hohenleuben, and Langenwetzendorf — are small settlements in the Greiz district of Thuringia, and their pooling of resources to commission a shared note from the local printer Otto Henning A.G. reflects the practical reality of towns too small to fund an independent issue.
1921 sits in the middle of the Kleingeldersatz period, before hyperinflation consumed the currency entirely. Notes from multi-municipality joint issues tend to be underrepresented in collections — fewer were printed, and survivors often bear heavier circulation wear than single-issuer equivalents.
