Teuchern is a small market town in Saxony-Anhalt, and this 25 Pfennig note belongs to the vast Notgeld wave that swept German municipalities in 1921 as chronic coin shortages — exacerbated by postwar metal hoarding and the early stages of inflationary pressure — forced even minor local authorities to issue their own emergency fractional currency. Hundreds of German towns commissioned Notgeld that year, but the use of Graphische Kunstanstalt Gerth & Oppenrieder in Gera as the printer is worth noting: the firm was a competent regional commercial printer, not one of the major Notgeld specialists, which tends to mean less elaborate artwork but tighter production runs.
The watermarked paper is the one distinguishing security measure, unusual for small-denomination municipal issues of this kind.
