Niendorf, a small fishing village turned seaside resort on the Bay of Lübeck, was one of hundreds of German municipalities forced into emergency currency after the Reichsbank's postwar coin shortage left small-denomination transactions nearly impossible. This note belongs to the first wave of Weimar-era Kleingeldersatz — stopgap fractional scrip — issued in 1921, before hyperinflation had yet made the denomination itself absurd. Within two years, 25 Pfennig would be economically meaningless.

Three committee signatures authenticate the issue, though none has been identified in surviving municipal records.
