Oelsnitz im Vogtland sits in the Saxon coalfields, and the Amtshauptmannschaft — a mid-level Saxon administrative district — issued this 25 Pfennig note in 1918 when small-denomination coinage had effectively vanished from circulation, hoarded by a population that no longer trusted the war economy. These district-level Kleingeldscheine were authorised under emergency provisions and backed by nothing more substantial than local administrative credibility.
At 52 × 40 mm, this is among the smallest paper currency formats produced during the German wartime Notgeld wave — smaller even than many postage stamps of the period.
