Sankt Tönis, a small textile-industry town in the Lower Rhine district of what is now North Rhine-Westphalia, issued this Notgeld during the acute small-change shortage that followed Germany's postwar economic disruption. Municipal councils across the Rhineland were authorized to print their own emergency fractional currency when federal coinage simply disappeared from circulation — hoarded, melted, or rendered worthless by inflation expectations.

The Gemeinderat series from 1920 sits at the tail end of the first Notgeld wave, before runaway hyperinflation transformed these notes from genuine necessity into collector-targeted Serienscheine.
