Weferlingen was a small Prussian town in the Börde district, and like hundreds of similarly sized municipalities in 1920, it issued its own emergency paper currency — Notgeld — to address the chronic shortage of small-denomination coins that plagued Germany's postwar economy. The Reichsbank simply could not mint fast enough to meet everyday transactional demand, and local authorities stepped into the gap.

Municipal Notgeld of this type was typically printed in very short runs by regional printers and redeemed within months, which is exactly why so many issues are now scarce despite their seemingly disposable origins.
