Wetzlar notgeld from this period was issued in quantity — the city had a functioning local press and used it. Scharfes Druckereien, a Wetzlar-based printer, handling the contract meant the municipality avoided the delays that plagued smaller German towns dependent on Leipzig or Berlin print houses during the chronic coin shortages of 1920.
The Reichsbank's postwar inability to maintain adequate small-denomination coinage in circulation forced hundreds of German cities to issue their own emergency fractional notes, with 25 Pfennig being among the most frequently requested denominations by local commerce.
