Prüm is a small town in the Eifel region of what was then the Rhineland, and this note is a product of the Notgeld wave that followed the near-total collapse of small-denomination coinage circulation in Germany after World War One. The Kreisausschuss — the district administrative committee — was not a bank, and issuing currency was not its mandate. Necessity overrode that.

Carl Schleicher & Schüll were primarily known as filter paper manufacturers in Düren, but the firm printed a substantial volume of Kleingeldersatz for municipal and district issuers across the Rhineland during this period. The connection between industrial paper production and emergency currency printing was a practical one.
