Western Sahara has no functioning government with recognized minting authority — the territory remains disputed between Morocco and the Sahrawi Arab Democratic Republic, neither of which issued this coin for circulation. Pieces like this one are produced by private minting houses under a nominal issuing fiction, sold directly to collectors, and never intended to touch an economy.
