Cañete de las Torres is a small agricultural municipality in the province of Córdoba, and like hundreds of similar towns across Republican Spain in the summer of 1936, its local Popular Front committee was forced to improvise a circulating medium almost immediately after the military uprising disrupted normal banking and coin supply. These municipal emergency issues — known collectively as "billetes de necesidad" — were produced under improvised conditions, often by local printers with no experience in security printing, and the results varied wildly in quality and longevity.

The Gari Montllor catalogue remains the primary reference for the Andalusian municipal emissions, and the -C suffix here indicates a variant within the 25 pesetas denomination — likely a paper stock or overprint distinction rather than a separate issue date.
