Saint Helena's connection to Napoleon is the island's single greatest commercial asset, and the local mint authority has leaned on it aggressively since the commemorative market expanded in the 1990s. This 2013 piece sits in a long line of Napoleon-themed issues from the territory — gold-plated copper-nickel struck for collectors who will never spend them, priced well above face value on release.
The "Dictates Memories" reference is to Napoleon's final years on the island, during which he collaborated with Emmanuel de Las Cases on what became the *Mémorial de Sainte-Hélène*, published in 1823 — two years after Napoleon's death. Las Cases was eventually expelled from the island by Governor Hudson Lowe before the work was complete.
