Issued in 1970 to commemorate five years of Mobutu Sese Seko's grip on power, this proof strikes slightly ahead of the country's formal renaming — the Democratic Republic of the Congo would not become Zaire until 1971. Mobutu had seized control in a CIA-backed coup in November 1965, and the anniversary coinage was part of a broader self-glorification campaign that would eventually include renaming the country, the river, and himself.

KM#11 is a scarce proof issue with limited collector penetration outside specialist Zairian holdings.
