Military Payment Scrip of this kind was produced informally by individual unit clubs during World War II to control spending within their canteen and entertainment operations — keeping dollars out of local black markets and preventing unauthorized currency exchange. The 956th Air Engineering Squadron's E.M. (Enlisted Men's) Club scrip is a hyperlocal issue, never sanctioned by the U.S. Treasury or Army Finance, and produced entirely at unit level.

These club notes almost never survived demobilization. Soldiers had little reason to keep them, and the clubs themselves dissolved rapidly after V-E and V-J Days. The Italian denomination — Lire rather than cents or dollars — suggests the unit was stationed in the Mediterranean Theater.
