Obverse description Imperial Russian double-headed eagle displayed with wings spread, surmounted by a single Imperial crown topped with a cross. The eagle bears a shield on its breast and holds a sceptre in its right talon and an orb in its left, with decorative ribbons flowing beneath the wings. The mintmaster's initials НГ (Nikolai Gubein) appear below the eagle flanked by six-pointed stars, with the date in large numerals at the bottom of the field. The whole is encircled by a beaded border.

Reverse description Denomination rendered in two lines in the centre of the field: the numeral '25' above the Cyrillic inscription КОПЬЕКЪ (Kopecks), surmounted by an Imperial crown with cross finial. Below the denomination a decorative ornamental divider separates the mint abbreviation С.П.Б. (Saint Petersburg). The whole is framed by a wreath composed of laurel on the left and oak on the right, tied at the base with a ribbon bow, all within a beaded border.
