Transnistria's coinage exists because the breakaway territory — unrecognized by the United Nations and sandwiched between Moldova and Ukraine — runs its own central bank and issues its own currency entirely outside the international monetary system. The Transnistrian ruble has no legal tender status anywhere else on earth, which makes even mundane circulation pieces like this one geopolitically peculiar objects.
