The Strasbourg European Fair, founded in 1895, was one of the oldest trade expositions in France and served as an annual showcase for Franco-German commercial ties — a pointed symbolic choice for a commemorative struck just a few years after German reunification. The ECU itself was never legal tender in France in any practical sense; these pieces were issued under a 1988 French law permitting ECU-denominated collector coins tied to European institutions and events.

The bimetallic format was unusual for French ECU issues of this period, most of which were struck in straight silver.
