Liberia has issued commemorative coinage under licensing arrangements since the 1970s, with virtually none of it intended for domestic circulation. This piece — a fractional gold wafer with an applied opal insert — is a product of that collector-market pipeline, manufactured almost certainly by a European private mint operating under Liberian authority in name only.
The opal application is a pressure-sensitive adhesive layer, not inlay work.
