Obverse description The Somali national coat of arms occupies the central field, depicting a shield charged with a five-pointed star and supported by two leopards rampant, set upon crossed spears and olive branches. The year of issue '19 98' is divided at the base of the supporters on either side. The legend 'SOMALI REPUBLIC' arcs along the upper periphery, while the denomination '$25' appears in the lower field beneath the arms. The design is struck in proof-like finish with a beaded border encircling the entire composition.

Somalia's marine protection series of the late 1990s was produced entirely for the export collector market — the country was then without a functioning central government, and coin issuance was managed through licensing arrangements with foreign minting agents, primarily in Europe. The Somali state had no practical capacity to authorize, produce, or distribute coinage domestically during this period.

The legal basis for these issues remains contested among specialists, as multiple factions claimed governmental authority simultaneously following the collapse of the Siad Barre regime in 1991.
