Hassanal Bolkiah assumed the sultanate in 1967 following his father Omar Ali Saifuddien III's abdication — a rare voluntary relinquishment of power that was partly influenced by the failed 1962 revolt against federation with Malaysia. By 1992, Bolkiah had presided over full independence from Britain, achieved in 1984, and the sultanate's emergence as one of the wealthiest states per capita due to Shell's petroleum operations. The copper-nickel version of this commemorative was issued alongside a gold example, both marking twenty-five years of his reign.
