Liberia's early 2000s gold program produced dozens of these miniature commemorative issues, most struck by foreign mints on contract and sold directly into the collector market rather than circulated. Roosevelt appears here as one of a recurring series of world leaders and historical figures — a format Liberia leaned on heavily during a period when the country's own monetary infrastructure was in near-collapse under Charles Taylor's government, which was under UN sanctions by 2001.
