Niue's authority to issue legal tender coinage derives from a 1978 treaty with New Zealand, which handles its defense and foreign affairs — an arrangement that has made the island one of the most prolific bullion and commemorative issuing entities relative to its population of roughly 1,600 people. The 2015 lunar goat issue is one of dozens struck under this arrangement, produced almost certainly at the New Zealand Mint in Auckland rather than on the island itself, which has no minting facility.
