Niue has operated as a licensing vehicle for collectible coinage since the 1990s, with the New Zealand territory's monetary agreement granting it the right to issue legal tender while the coins themselves are produced almost exclusively for the collector market and never circulate. This piece is part of a long-running series of Warner Bros. and Tolkien-licensed issues, the rights for which have generated more revenue for Niue's nominal treasury than most of its other economic activities combined.
