Obverse description The obverse features the Public Seal of Niue as the central device, depicted as a circular medallion enclosing a stylised flowering plant rendered within a zigzag-bordered roundel, flanked by two symmetrical laurel-style branches composed of elongated leaf forms. The seal is surmounted by a royal crown. Below the central device, two crossed spears are displayed, overlaid by a scrolled ribbon banner bearing the Niuean motto ATUA NIUE TUKULAGI. The denomination 25 DOLLARS is inscribed in a curved legend along the upper periphery, with the date 2023 appearing in the lower field.

Reverse description The reverse presents a dramatic landscape scene depicting Barad-dûr, the Dark Tower of Mordor from J.R.R. Tolkien's legendarium as rendered in the New Line Productions film adaptation. The towering fortress rises prominently to the right, its serrated spires and claw-like pinnacles rendered in fine relief against a rocky mountainous backdrop. To the left, billowing clouds of smoke and fire fill the field, evoking the volcanic desolation of the land of Mordor. A fortified wall with spiked battlements extends across the lower middle ground.
