Andorra issued this coin under the authority of the Episcopal Co-Prince Joan Martí i Alanis, one of two co-princes who jointly govern the principality — the other being the French head of state. That dual-suzerainty arrangement, dating to a 1278 paréage between the Bishop of Urgell and the Count of Foix, means Andorran coinage requires implicit sanction from both Paris and the episcopal seat. Martí i Alanis held the bishopric of Urgell from 1971 until 2003, and his name appears on a substantial portion of Andorra's commemorative output from that period.

The 1994 World Cup was hosted jointly by nine American cities. Andorra — which has never qualified for a World Cup — was among dozens of small states issuing FIFA-licensed commemoratives, a reliable revenue stream for micro-state mints throughout the 1990s.
