Ceylon's silver fractional coinage of this period was struck at the Royal Mint in London, with monetary policy firmly directed by the Colonial Office rather than any local authority. The island's rupee-based system created persistent demand for small silver fractions in the bazaar trade, where quarter-rupee pieces changed hands constantly in the spice and textile markets of Colombo and Kandy.

The .800 fineness was a deliberate step down from sterling, adopted across several British colonial silver series in this era to discourage melting during periods of rising silver prices on the London market.
