Georgia's wartime fractional notes were a direct response to the disappearance of small coinage from circulation — hoarding accelerated sharply after 1861 as the Confederate monetary situation deteriorated. The state treasury issued these quarter-dollar notes to fill gaps that neither Confederate currency nor private scrip adequately covered at the retail level.

Milledgeville, then the state capital, housed the issuing authority. The city was abandoned to Sherman's army in November 1864, which effectively ended any further redemption activity for these notes.
