Rupert, Idaho held German and Italian POWs under the U.S. Army's wartime internment program, and the camp canteen required its own scrip to comply with the Geneva Convention's prohibition on forcing prisoners to handle U.S. currency directly. These yellow paper chits are among the more locally produced examples of American POW camp money — printed in-town rather than supplied through a central military contractor, which accounts for the rudimentary typography found across the series.

Survivorship is uneven. Prisoners occasionally retained scrip as souvenirs upon repatriation, which is why European collections sometimes hold better examples than domestic ones.
