Fort Monroe, Virginia — the only active U.S. Army post built entirely on a moated fortification — operated a Non-Commissioned Officers' Open Mess as a members-only social and dining facility. These scrip notes were internal currency, redeemable only within the mess, keeping expenditure off the general base economy and simplifying accounting for alcohol, meals, and recreation funds that sat in a gray area of Army finance regulations.
The perforation security feature is characteristic of mess scrip from this period — a low-cost deterrent against counterfeiting within the closed circulation. Yellow paper further distinguished these from both official currency and other installation scrip in simultaneous use at Fort Monroe.
