Obverse description The Maltese coat of arms occupies the central field, depicting a coastal scene incorporating the rising sun, a traditional Maltese fishing boat (luzzu), a shovel and pitchfork crossed in saltire, and an Opuntia cactus plant. The arms are rendered in fine relief against a plain field. The legend REPUBBLIKA TA' MALTA arcs along the upper periphery, with the date 1975 positioned at the lower portion of the legend, all in Latin script.

Reverse description The large numeral '25' is prominently displayed in the centre of the octagonal field in bold, engrailed-style relief lettering. The denomination legend CENTS arcs along the lower portion of the field in capital letters. The numeral and legend are encircled by a decorative three-quarter wreath of vine leaves and tendrils, which follows the contours of the octagonal flan and frames the design with an elegant, naturalistic border.
