Vinebre is a small municipality in the Ribera d'Ebre comarca of Tarragona, and like hundreds of similarly sized Catalan and Aragonese towns, it was forced to print its own emergency fractional currency during the Spanish Civil War after the Republican government's coin supply collapsed in 1936–37. The Generalitat de Catalunya authorized local issues, but quality and oversight varied wildly — a village of a few hundred people issuing its own money was not unusual, it was simply the only option.

Turró catalogues this as #2913, placing it firmly within the enormous corpus of Catalan municipal paper. Mariano Pradell signed as alcalde, a post that under the wartime Republican administration carried considerably more administrative burden than in peacetime.
