Vallbona d'Anoia is a small municipality in the Alt Penedès comarca of Catalonia, and this 25 céntimos note is a product of the Spanish Civil War's extraordinary decentralization of money. When the Republican government's coin supply collapsed in 1936–37, thousands of municipalities — down to the smallest ajuntaments — began printing their own emergency fractional currency. Turró catalogues over three thousand such issues; this is one of the more obscure, from a village whose population then numbered in the low hundreds.
The thick card construction was typical of locally produced Catalan guerra civil issues, cut and stamped without access to proper banknote paper.
